Normally minions must take mandatory actions before any minion can take voluntary actions.

During your minion phase, none of your minions can take any non-mandatory actions if any of your ready untapped minions have mandatory actions yet to perform. If you have two or more minions with mandatory actions, they may be done in the order you choose


However some cards which are non-mandatory actions, lets call them voluntary actions:

The Summoning
+1 stealth action.
 Search your library for an ally or retainer. Show it to all players and put it in your hand (shuffle and discard afterward).
 Search your library for an ally. This vampire recruits that ally (requirements and cost apply as normal). Shuffle afterward.

Can allow you to summon a minion. If used at superior, the minion does not move to the uncontrolled region as normal but rather to the ready region:

To recruit an ally from your hand, play the card and tap the acting minion. If the action is successful, the ally is placed in your uncontrolled region, even though it is controlled, to indicate that it cannot act this turn (and the cost, if any, is paid). If the action is unsuccessful, the card is burned (see Resolve the Action, sec. 6.2.3). Only one ally card can be recruited per action. Note that allies brought into play by other means are able to act on the same turn, by default


some allies have mandatory actions:

Cry Wolf

[Ally] Ally

Unique werewolf with 3 life. 2 strength, 0 bleed. Requires a ready anarch.
If the action to recruit this ally is blocked, the acting anarch goes to torpor. This werewolf must enter combat with any minion controlled by another Methuselah as a (D) action. He gets one optional press each combat. This werewolf does not untap as normal during your untap phase. If he is tapped during your untap phase, burn him.


So in the case of using summoning at superior and choosing cry wolf, by the rules in the rulebook the cry wolf has been summoned after the time when mandatory actions happen, because you have performed a non-mandatory action[the summoning]. The cry wolf is in the ready region as it was brought into play by a means other than the generic recruit ally undirected action.

As it is now past the time mandatory actions occur, does the Cry Wolf have to perform its mandatory [must] enter combat? or can it remain untapped but ready until your next turn?

The ally is "recruited" through the Summoning, so it's moved to the uncontrolled region.

The question is moot with the Summoning, but could rise with Summon History for instance.
As soon as a minion has a mandatory action to perform, non-mandatory actions can't be performed as long as there are mandatory actions.

Another example would be minion A performing an action, then B (at 1 blood). B is blocked, plays superior Majesty and must hunt before C can act.

There is no "phase" for mandatory actions. When Mandatory Actions are created they must be taken as soon as legally possible. After there are no Mandatory Actions you can RESUME taking non-mandatory actions.

Lunatic Eruption creates a mandatory action.

Methuselah Dave has Vampire A with [dem] and Vampire B.
Methuselah Dave has no mandatory actions in his minion phase, so Vampire A plays Lunatic Eruption at [dem] on Vampire B.
Lunatic Eruption causes Vampire B to have a Mandatory Action, so Methuselah Dave must take the Mandatory Action with Vampire B to enter combat.
Vampire B enters combat and when the combat is over Methuselah Dave can take other non-Mandatory Actions.
