Name: Cardinal Benediction
[Sabbat:U, SW:U, Third:U]
Cardtype: Political Action
Requires a Sabbat vampire. Title.
Choose a Sabbat vampire with a capacity over 6. If this referendum passes, put this card on that vampire to represent the Sabbat title of cardinal. Camarilla vampires cannot cast votes or ballots during this referendum.
I Am Not Floppy Nor Ankha (IANFNA), but:
When declaring a political action, you must be able to
1. fulfill the requirement to play the card (Must be used by a Sabbat) and
2. choose terms legally (choose a Sabbat vampire with capacity over 6).
Since you cannot choose terms legally at the time of attempting the action, you cannot use the card.

General ruling (from the online list of rulings):
Playing Cards
If a card targets (chooses, selects, is played on, etc.) another card,
then the card can only be played if an appropriate target is available.

There must be a legal target when the card is played.
If the set of legal targets changes by the time the terms are set, then
any of the new legal targets are fair game. If there are no longer any
legal targets at that time, then the action fizzles.
So when you attempt a political action, you don't have to declare terms - but you do need to be able to show (where necessary) that there exists a possible way of setting the terms that would be legal. So you don't need to select a Methuselah when you announce the Parity Shift action, but there needs to be at least one legal target. You don't need to select a Camarilla Gangrel when you announce the Gangrel Justicar action, but there does need to be at least one ready Camarilla Gangrel. (Note that any Camarilla vampire can call the vote - it doesn't need to be a Gangrel playing the card.) And the same with Cardinal Benediction.

Do you need a vampire in each players uncontrolled?

Successful referendum means each Methuselah may choose a ready vampire he or she controls. Each Methuselah gains an amount of pool from the blood bank equal to his or her chosen vampire's capacity. Each Methuselah then burns 5 pool. Only one Ancient Influence can be played in a game.
