Ive combed the rules and rulings....and come up blank. Possesion and Augustus' special action move burnt vampires to your ready region. They dont specify tapped or untapped. There is no default for vampire cards put into the ready region anywhere except during the influence phase.
So, can I have the vampire enter play tapped?

I think all cards come into play unlocked by default — but you're right, I couldn't see reference to this any where in the rules / detailed play summary (however D.4 INFLUENCE PHASE mentions "move to the ready region unlocked").
Perhaps there should be something under "playing cards" or similar.

My first instinct says that since cards in ash heap are not locked or unlocked, moving them back to ready region makes them enter unlocked by default (unless the card itself specifies otherwise, or there is something like Gran madre di Dio in play.).
