Yes and no. You can use any ability that works during any referendum. Power Structure, on the other hand, can be used "during the polling step of a political action". Since a Blood hunt referendum is not the referendum of a political action, you cannot use it.

Correct, it is in the rules. If you have more cards in hand than your hand size, you must discard down. And if you have fewer, you must draw back to your hand size.

You cannot use the default hunt action. You can use any other hunt action such as:
- the one provided by Legacy of Caine
- the one provided by Abactor
- the one provided by Week of Nightmare
- the one provided by Kyoko Shinsegawa...

But in any case, you cannot "combine" two different hunt actions together.

You could however equip an Aaron's Feeding Razor ("The bearer gets +1 hunt.") before to increase the amount of blood you steal with the Legacy of Caine.
