file Actions granted by cards in play - repeatable?

Dogs of War [Third:U/PB] Cardtype: Political Action Clan: Brujah antitribu If this referendum passes, put this card in play. Any Brujah antitribu may enter combat with a ready minion as a (D) action. You may burn this card to cancel a blood hunt called on a Brujah antitribu. Any vampire may call a referendum to burn this card as a +1 stealth political action.

If I have multiple copies of a card that allows my minion a non bleed and non political action, is that action repeatable providing I can unlock the acting minion in a proper way?

Yes, each card provides its own distinct action. The rulebook restriction is on the same card in play, and two different cards (with the same name) aren't the same card.

Here's Pascal talking about it with Frontal Assault, for example:

[FZD 20130807]

Say you played 3 Frontal Assaults.
Your Anson enters combat [via Frontal Assault #1] with your prey's Dimple, and sends him to torpor. You gain 3 pool (1 from each Frontal Assault).
Your Anson untaps (Helicopter, Monster, Freak Drive, ...). He now enters combat [via Frontal Assault #2] with your prey's KoKo, and sends him to torpor. Here's another 3 pool.

However, during your influence phase, your prey still has 5 ready Third Tradition: Progeny, so you burn 15 pool.
