Does the change mean that Mirror Walk now "wins" over effects like Guardian Vigil?

Block resolution is "lock and combat," which Mirror Walk (now) no longer gets to (per card text). Therefore, Guardian Vigil's effect to not lock during block resolution never comes into play. The old version of Mirror Walk simply canceled the combat part of the block resolution, but you actually arrived at block resolution, so GV's effect would come into play.Mirror Walk hasn't been errata'd. Do a search in the rulebook for "block resolution."
This is a significant change to the way MW works.

I believe Mirror Walk has been changed from HttB to Sabbat Precons in a meaningful way.

It has changed indeed. The block resolution (that is "lock + enter combat") does not take place, so Guardian Vigil does not apply.
The blocking minion is locked, and the action ended (per cardtext of Mirror Walk).
