So, if the Ravnos that played Sensory Deprivation moves to the uncontrolled region they are considered to be out of play and SD is then burned. Is this correct?

SD has never had a burn condition. None of the printed versions have that cluase, and it's never been included in any of the officially released card texts. The "burn this card" text only appears the "revised texts" file, so it's presumably something the rules team is considering adding to reduce bookkeeping, but it's not yet official.

Still, the original ruling of the copy of Sensory Dep being practically invalid after the clause on the card, if the acting vampire leaves play, is weird at best, since then I cannot imagine a situation where the card remaining in play would matter.
Maybe someone will enlighten me.

The card staying in play matters only with recursion. So if the card would burn, you could use something like Ashur Tablets or Gear Up to get it back to your hand and play it again. Not that I think it would be to overpowered if it worked like that, but I quess its something to consider.

If we would be worried about it being overpowered, it could be errataed so that it removes itself from the game instead of burning. Personally I hate the card, as I dislike cards that prevent people from playing their game for too small a cost.
Thankfully I've seen it only rarely, thats why I made the mistake with its card text.
