If Khay´tall calls a referendum, a vampire casts their votes and Khay´tall tries inferior Velvet Tongue, are votes "un-casted"?
Or,
does a vampire have to cast their votes succesfuly to get the corruption counter and later, in a different referéndum, be victim of Khay´tall´s special?
