When can the bleed reduction effect of Illusory Resources be used ?

During the action, before Andre LeRoux has a chance to his his ability ?
When the bleed would be successful, when no modifier can be played to augment it again afterwards ?

Before action resolution.

Yes, before the vampire "would successfully bleed", that is before resolution of the action.

You need to reduce the bleed before resolution of the action.
