Oubilette and Target Vitals or Dam the Heart's River

I am 99% sure that oubilette is no damage dealing strike (since it burns blood/life) and is therefore unafected by target vitals and probably also dam the heart's river, but I wanted to ask for confirmation, since I found the rulings listed on the Codex, and wanted to be sure before submitting a corection.

I guess there was some kind of routine copied the ruling from catatonic fear ^^
