I've been researching for this unsuccessfully thus far. Can a minion with a default bleed of 0 attempt a bleed action?

Yes, it can. Nothing in the rules prevents it.

yes.
if not blocked it would be a successful action, but not a succesful bleed.

And Arika could mask the bleed and score a bleed for 3 (or more) after blocks are declined.
