Setting range and impulse
In other words, acting player plays their cards and effects first, then defending player, then all others in clockwise fashion. If acting player sets the range, defending player can't.
Correct?
2. Vampire A rushes Cailean. Vampire A plays selective silence and sets the range close, because he is acting and thus gets the first impulse. Cailean cannot set the range with his ability because range is already set.
Caileans ability is similar to any other ability that sets the range. It needs impulse to be used.

1. Vampire A acts, vampire B who has sniper rifle, blocks. In prerange Vampire A plays selective silence and sets the range close, because he is acting and thus gets the first impulse. Vampire B cannot set the range with sniper rifle because range is already set.

Correct, whoever plays a "set the range .." effect first (following the normal priority of who has the impulse) decides what the range will be and no further range setting effects nor maneuvers can be played after that. [RTR 19970630] see under "CARD RULINGS #6)"

Correct, see above ruling.
Would be a good additional note in the rulebook to the "1. Before Range" section saying that only one "set the range" effect can be in effect for a combat and cannot be trumped by another "set the range" card/effect and that when the "set the range" is in effect the "2. Determine Range" step is skipped and no maneuvers can be played.
