Hello,

according to rulings:

Rulebook:

"Dodge: A dodge strike deals no damage, but it protects the dodging minion and their possessions from the effects of the opposing strike. Retainers are not protected, however. A dodge is effective at any range. A dodge protects even from the effects of a strike done with first strike (see First Strike)."

and Rotschreck ruling

"Cannot be played in response to an announcement of a strike that is not effective at the current range. [RTR 19980928]"

Question:

if Dodge makes strike ineffective on any range then if one vamp played dodge and the second played strike with aggravated damage, can Rotschreck be played?

Yes since the minion "attempts to inflict aggravated damage" (even if the opposing minion dodges).

The ruling indicates that the strike must be effective at the range it is used.

Always when you atempt effective aggravated damage Rotschreck can be played,so you can play Rotschreck vs strike dodge.
About rule what you find:
"Cannot be played in response to an announcement of a strike that is not effective at the current range. [RTR 19980928]"
That mean for example: if is range long, and you anounce hand strike aggravated damage,Rotschreck cannot be played because you strike is not effective in long range.
