Enkil Cog and Mask of a thousand faces

1. Enkil Cog (only on the acting vampire) action + Mask of a Thousand Faces
   Cannot be masked because;
   • Enkil Cog only provides the ability to act on another Methuselah's minion phase to the vampire it is on by card text "this vampire can lock this card to take an action".
   • Mask of a Thousand Faces isn´t playable as the effect of Enkil Cog doesn't carry over to the masking vampire who fails the condition "Only usable by a ... vampire ... who is capable of performing the action.".
2. Enkil Cog (both vampires having one) action + Mask of a Thousand Faces
   Cannot be masked because;
   • Same reasons as for nr 1
   • Enkil Cog cannot be used during another action as it declares an action.
   ** overlooked Enkil Cog is unique.
3. Enkil Cog (only on the acting non-Malkavian vampire) action + Mask of a Thousand Faces (by a Malkavian while Madness Network is in play)
   Cannot be masked because;
   • Enkil Cog only provides its effect to the vampire it is on by card text "this vampire can ...".
   • Mask of a Thousand Faces isn´t playable as the effect of Enkil Cog doesn't carry over to the masking vampire who fails the condition "Not usable if any ... effects have been used that could not have been used if this vampire were the acting vampire.".
   • Even though Enkil Cog and Madness Network provide a similar ability to act during other Methuselah´s minion phase they are NOT the same effect in regards to the condition of Mask of a Thousand Faces.
4. Madness Network (only acting is Malkavian) action + Mask of a Thousand Faces
   Cannot be masked because;
   • Madness Network while in play only grant Malkavians the ability to act during other Methuselahs minion phase by card text "Malkavians can take actions in any Methuselah's minion phase".
   • Mask of a Thousand Faces isn´t playable as the effect of Madness Network doesn't carry over to the masking vampire who fails the condition "Only usable by a ... vampire ... who is capable of performing the action.
5. Madness Network (only acting is Malkavian) action + Mask of a Thousand Faces (by a vampire with Enkil Cog)
   Cannot be masked because;
   • Same reasons as for nr 4.
   • Enkil Cog cannot be used during another action as it declares an action.
6. Madness Network (both being Malkavian) action + Mask of a Thousand Faces
   Can be masked because;
   • Madness Network while in play provides all Malkavians the inherent ability to be allowed to act during other Methuselah´s minion phases.
   • The conditions of Mask of a Thousand Faces can be fully met.

Mask of a Thousand Faces

Cardtype: Action Modifier
Discipline: Obfuscate
Only usable by a ready, unlocked vampire other than the acting minion who is capable of performing the action. Not usable if any action modifiers or other effects have been used that could not have been used if this vampire were the acting vampire. Unlock the acting minion and lock this vampire instead. The action continues with this vampire as the acting minion.

If you wanted to be pedantic you could argue that no vampires are capable of performing an action while another vamp is acting. "able to currently act" as a condition would render mask non functional.
