Hi,
Using her ability isn't playing a reaction card. The restriction about locked minions you're referring to only applies to playing reaction cards and attempting to block.

Hello! I am newly returned to VTES and playing very informally with friends. This question arose during an attempted referendum.
Can Arishat burn blood to force a vampire to abstain while she herself is locked?
My assumption was she would need a wake or some other ability to unlock first, but! Thank you very much for your time and expertise.
