If Vamp A with 1 Raptor block Vamp B with Nar-Sheptha, what happens? Does Vamp B gains +2 hand size, and then gets -1 hand size, having to discard? Or both effects resolve at the same time and Vamp B gets +1 hand size?

The minion with this retainer gets +1 intercept.
As above, and when the minion with this retainer is in combat, the opposing minion's controller gets -1 hand size.

Both effects take place at the same time, so the vampire gets +2-1=+1 hand size.

If you use a Vessel, you have to resolve the effect entirely before moving on (you can't "use" the Anarch Revolt at the same time), so you have to choose an order.

Continuous effects that start at the same time are not ordered.Could you please explain why ordering isn’t relevant here but is during the unlock phase when having eg a Vessel and an Anarch Revolt is in play?
