What is the outcome of playing Rötschreck on the acting vampire during a combat from Yawp Court? The rulings make it clear that there is no referendum, but does the other vampire burn 2 blood?

You say that there is no referendum which insinuates that the acting vampire is no longer ready (sent to torpor by Rötschreck) which if it is the case there is no blood burning to do for the Yawp´ing vampire as the acting vampire isn´t ready which is the requiered state that is checked for it to trigger.

I only quoted the ruling. The reason for cancelation of the referendum might be different. The idea is that Rötschreck would have separate effects in succession. First combat ends and then the vampire is sent to torpor. That means the vampire is still ready at the end of the combat, fulfilling Yawp Court's condition and burning 2 blood. The referendum however doesn't take place because the vampire is no longer ready for the remainder of the action.

My previous answer was incorrect as I didn't focus on the timing of things....now that the question is much clearer I can confirm that you are absolutely right in your understanding.

This ruling [LSJ 20080821] confirms your understanding... the damaging effect of Yawp Court does trigger prior to the acting vampire going to torpor from Rötschreck and the referendum is canceled
