Long answer;

The Card has listed requirements on playing it and per card text you can choose more then one of those. Nowhere in the card it says you can play it without disciplines, unlike say Computer Hacking. If the design intent for keystone kine would include disciplineless play, the requirements would be missing and the wording would be different, perhaps CH with "in addition acting minion can choose to add following effects..."
