Blood or pool cost but blocked

If you play a card that has a blood or pool cost and it is blocked do you still pay the cost of the card played?

Action cards are the only cards that one doesn´t pay the cost for until and only if it reaches resolution successfully (i.e. is unblocked).

For all other cards, you pay the cost as the cards are played and are not returned/refunded if canceled/blocked/etc. if not explicitly stated in the card text.
