I think the answer is yes, his special doesn't match "During X do Y" pattern, but let's see what Ankha says. I wonder what would be the case if the text would say "During your minion phase Synner-G can unlock after successfully equipping with an electronic equipment from your hand." - I think that the limit would apply in that case.
