Can Vlad Tepes still use his special text to play "Second Tradition: Domain"?
(I assume the answer is YES, but I would like to be sure about it.)
"Fall of the Camarilla": Gehenna. Do not replace as long as this card is in play.
Requires at least three other Gehenna cards in play. There is no Camarilla. Any Camarilla vampire is considered Independent instead.
"Vlad Tepes": Independent: Vlad uses and can play cards requiring a title or a sect as if he had that required title or were of that required sect. +1 bleed.
"Second Tradition: Domain": Requires a prince or justicar.
+2 intercept. Also usable by a locked prince or justicar, even if intercept is not yet needed, to burn 1 blood to unlock and attempt to block with +2 intercept.

Vlad Tepes plays "Eternal Vigilance", which is possible because of his card text.
But is he also able to benefit from "Eternal Vigilance" when it comes to block attempts?
(This time, I am really not sure.)

Requires at least three other Gehenna cards in play. Not playable if any ready vampire is Black Hand. There is no Sabbat. Any Sabbat vampire is considered Independent instead.
"Vlad Tepes": Independent: Vlad uses and can play cards requiring a title or a sect as if he had that required title or were of that required sect. +1 bleed.
"Eternal Vigilance": +1 stealth action. Requires a ready archbishop, priscus, cardinal or regent.
Put this card on the acting vampire. During an action, this Sabbat vampire can burn 1 blood to unlock and attempt to block. Burn this card if this vampire goes to torpor.

Yes, same ruling applies
Just because every justicar's title is inert while there is no Camarilla doesn't mean that Second Tradition no longer requires a justicar (or prince).
i.e. Just because there is no Sabbat doesn’t mean that the card (Eternal Vigilance or others) cannot see and treat Vlad as such because of his special.
