When an action is blocked which takes precedence first Change of Target or Obedience?

Lets say an action is blocked and the acting player plays his Change of Target immediately before allowing the blocker to play his Obedience?

Also what happens if the situation is reversed and the blocking player plays Obedience before the blocked player has a change to play his Change of Target?

The acting player has the first option. If they pass that option, then it goes to the blocking player.

In other words, if the acting player says, blocked, I play Change of Target, we're done. If they say, blocked and then nothing, the blocking player can assume that the acting player has nothing left and can drop the Obedience.

We really should formally pass "the impulse" (who's turn it is to play cards), but usually a few beats of silence suffices.

when I am going to play obedience (or even in general), I say "is it blocked?" if the guy says yes and nothing more, then no change of target

We never play on this way,but ruling director explain how this scenario need to be played:
1. acting say,no more stealt
2.reacting have window to play some stuff before block resolution-Guardian Vigil for example
3.acting say,blocked,and play CoT,if him dont have it,then impulse get reaction vampire to play obedience
