Mask of a Thousand Faces and Venenation

Is the below ruling that Mask of a Thousand Faces can be played after being blocked before block resolution valid?
In my opinion, it comes across as incorrect and contradicts the rules.

Modifiers are if not stated by explicit text only playable any time before action resolution. When the action is blocked the action has reached resolution and "before action resolution" doesn't include when being "at" or "after" action resolution.
Cards that are playable after reaching action resolution but before block resolution need to have the explicit text "Only usable if this minion is blocked, before block resolution." which MoaTF doesn´t.

The needed text at the time of the ruling used to be "Only usable when this acting minion is blocked, before combat begins." which doesn´t change anything for MoaTF

What about that the rulebook says?

"Action modifier cards: The acting minion can play these cards to modify their action at any time before action resolution"

my understanding is that when an action is blocked it has reached action resolution (I could be wrong of course) and if this is the case then it should be too late to play MoaTF as it doesn't have the explicit text "usable if this minion is blocked, before block resolution." that allows it to be played when being blocked which isn't before action resolution.

If im wrong when does the "before action resolution" end?
