Is there a window for negotiation from when a card is played and the Direct Intervention can be legally played to counter that card?

				Counter the direct intervention card?
I am not sure what you want to negotiate.
Before playing a card, you can always negotiate, "I will play a Wash to your Direct intervention if you don't this for me later" but after you play a card you can't roll back. So if someone plays a direct intervention, you can't negotiate "Don't play it or I will play a wash"
Before playing a card you can negotiate whatever you want. Even you can bluff if you don't have that card. But you can't show the card before you are going to play it.
When you announce that you play a card, you can't roll back even in the "as it is played" window.
Is this what you were asking?

If I understand the question correctly it is about the length of the "as played window" and if it is possible to negotiate when someone play a card that you could DI.
And the answer is there is no fixed limit and you are allowed to negotiate during that window.

Then could you legally ask "What can you offer me not to DI that?" on every single minion card played by any player, through the entire game?

If I witnessed such behaviour from a player in a tournament game, I would call for the judge and tell him that the respective player is trolling and stalling the game. Then could you legally ask "What can you offer me not to DI that?" on every single minion card played by any player, through the entire game?
