Is the mandatory hunt action for vampires without blood in their minion phase interactable with hunt action cards?

Example:

Can a Harbringer of Skulls minion at zero blood hunt with the Ghost-Eater hunt action card, thus getting the effect of said card if the hunt is successfull?

Yes, an empty vampire must hunt, what hunt action is taken (the cardless one or one from a card) doesn't matter as long as it is a hunt action.
