Stealing blood as a hunt(week of nightmares/restricted vitae) and +hunt

I found it a bit unclear per the rulebook, even though I am sure of the intention, so I just wanted a quoteable clarification on this:

Are "Steal blood as a Hunt action" actions (as provided by week of nightmares and restricted vitae) affected by +hunt?

If so, does it increase the blood stolen, or is the blood gained from the blood bank?

By the rules a hunt action has a certain effect and can be done from a card or from the basic hunt action:

Rulebook wrote:

◼ Effect: The acting vampire gains an amount of blood counters from the blood bank equal to the hunt amount. By default, all vampires have a hunt amount of 1. If this causes the vampire’s blood to exceed their blood capacity, then (as always) the excess is immediately returned to the blood bank.

This reads to me, if you are doing a special hunt action, like restricted vitae:

Vampires who must hunt can steal 1 blood from a younger vampire as a Ⓓ hunt action.

you get this basic effect in addition to the special effect
So a vampire Hunting with Week of Nightmare or Restricted Vitae steals 1 blood AND gets blood equal to the hunt value from the blood bank.
