They seem to be worded in a way, that the first sentence is the "main effetct" (in Bolesław's case cost and effect) and after the Period, in the sentence is a rider effect, depended on the main effect.

You can use it anytime, but you don't gain the stealth if you don't need it. From the rulebook: "Stealth can be added during an action only when needed, that is, only if the action is currently being blocked and the blocking minion has enough intercept to block the acting minion."

This is because the outcome of the coin flip is not known, so you can use the effect. And if you would gain stealth but the condition "if the action is currently being blocked and the blocking minion has enough intercept to block the acting minion" is not met, then you don't get stealth (since stealth can't be added in that case). The +1 strength effect always work since there's no restriction about gaining strength during an action.

So the safe way to use its ability is to trigger it when you are being blocked if you're trying to get stealth.
