Out-of-turn. Boon.
Give pool to a Methuselah with no pool to keep them in the game, and put this card in play. During each of their unlock phases, you can steal 1 pool from that Methuselah. You gain any victory point gained by that Methuselah instead of them, until you are being ousted or until you have gained 1 victory point from this card. Burn this card after you have gained 1 victory point from this card.
Player A bleed player B (players A bleed for 3, player B have 3 pool).
Player B decline block,player A anounce : 3.
Player B need to remove 3 pool.
Player C play Life Boon and give 1 pool to player B survive.
Will player A get impulse to increase bleed?

No. Removing pool is part of the resolution of the bleed, it's too late to increase the bleed.
"Player B need to remove 3 pool." is misleading. You should write: "B burns 3 pool and is being ousted".
