Does the "cannot use equipment" from "Drawing Out the Beast" cancels passive effects like having [SER] from a "The Book of Going Forth by Night" or only effects that require the player to actively use them?
Drawing Out the Beast
Name: Drawing Out the Beast
[Jyhad:C, VTES:C, SW:PT, FN:PR, CE:C, Anarchs:PG2, BH:PN3, Third:PTz3/SKTz2]
Cardtype: Combat
Discipline: Animalism
Only usable before range is determined on the first round. Frenzy.
[ani] During this combat, opposing vampire gets +1 strength, but he or she cannot use maneuvers to maneuver to long range, cannot use presses to end combat and cannot use equipment. A vampire may play only one Drawing Out the Beast each combat.
[ANI] As above, and the opposing vampire takes 1 unpreventable damage during the press step each round.

If it applies to the minion, and is not a restriction (cannot

sorry, about us who don't do well with English,if you play Drawing Out the Beast, will oposing vampire having (SER) with "The Book of Going Forth by Night" or not(same for Eye of Hazimel about POT or CHI)?

The opposing vampire would not benefit from the discipline(s) (or other effects) provided by equipment(s) for the duration of the combat that is under the effect of DOtB
