Lets say.
Metapredator bleeds my predator
Predeator tries to block
Metapredator raise stealth
Predator doesn't raise interception

Before predator declines to block, is there a window where I could play a Babble on my predator's blocking minion before my predator declines to block and play a deflection?

Or when predator gets the impulse after metapredator raises the stealth can directly declare declining to block before any other reaction?

There are other similar examples, so basically I want to confirm if declining blocking can be declared before other players can get an impulse to react or there is a window between the stealth/intercept game and the not blocking declaration.

Not entirely sure what you mean by “Metapredator” but I will assume you mean grand-predator (i.e. player E where F is your predator and you are A).

No, declining to block doesn’t skip sequence rule and cannot be done mid a block attempt.
Eligible blockers have two choices, either attempt to block or decline to block. A block attempt concludes by either there being a matching or greater amount of intercept to the stealth which leads to a successful block and thus the block resolution, or to a failed attempt when the stealth is greater than the intercept. The block attempt once started cannot be terminated by a declaration of declining to block, that can only be done once the current attempt has concluded as failed. As always the sequence moves in the rules defined order around the table.
