Are Panders Caitiff

For cards that require Caitiff or cards that can sacrifice Caitiff etc can Panders be used? In WoD lore the Panders were just the Caitiff of the Sabbat so wondered how this applied to VTES.

Example:

Al-Muntaquim can burn a Caitiff to get +1 bleed. Can he do the same to Panders?

I think the answer is no, they're different clans in VTES.

No, the same way that anti-tore are not tore etc...
