Actions requiring Anarch

Regarding the text on CrimethInc, I would like to know if, for example, I used a standard bleed action (the one provided to every vampire by the rulebook) and used an action modifier that requires anarch (let's say Memory Rift), would that qualify as action that requires an Anarch? Would I then be able to use CrimethInc (Protean) to unlock if it was a successful action?

No, it is about the action and not the action modifier requiring an Anarch

No, it needs to be an action requiring an Anarch or it being an action that makes the vampire an Anarch.
