After Political Flux being played and fixed to X for the next pool gain for ousting a prey..

What happens if two non-consecutive players are ousted at the same time?

There is no order when several players are ousted.
There is no card in play controlled (the political flux card, I mean) by a player, so he could choose the order of the effects.

Does the player that played Political Flux decide the order? In that case, is there a generic rule that sets that lingering effects are also controlled by the payer that played them?
I can see any generic rule that sets how this situation works.
