Vast wealth and The Rack was created by dalefi
Vast Wealth says you can equip with a piece of equipment from your library at +1 stealth. Equipping is usually a +1 stealth action. So when using Vast Wealth the equip action should be at +2 stealth. Is this correct?
I diablerized a vampire in torpor that was in possession of the rack that he stole from a third player. The other player said I could not take that because it wasn't on a vampire. It is assigned to the vampire I diablerized so I thought I should be able to take it. Should I be able to take it? If not, what happens to it after I diablerize the vampire who stole it? Does it leave the game? Can that methuselah assign it to a different vampire?

Equip actions only get the +1 stealth when you equip from your hand or from another of your minions, so Vast Wealth is only at +1 stealth.
The Rack cannot be transfered after a diaboerie. If the vampire with the Rack is removed from the game, the Rack stays controlled by the same player but it is not giving the 2 bloods on the unlock phase, othe mathuselahs' minions can still perform the stealth action

And no. It stays in the game under that methuselahs control until someone performs the action listed on it or it is otherwise interacted with. It does not leave the game. They can if it first changes controller at least twice.

Default equip action from hand or another of your minions is at +1 stealth. Pay close attention how Vast Wealth's cardtext does not allow you to equip from your hand or from another of your minions. It grants it's own separate action that has default of +1 stealth. This is not the default equipt action described in the rulebook.
This difference is even more highlighted if your vampire with vast wealth unlocks after their library equip action via freak drive, now they cannot perform another vast wealth action as no repeat actions rule applies for actions gained from cards. However if you had two minions with flak jackets, vampire a could equip flak jacket from vampire b, then freak drive followed by flak jacket equip action from hand, freak drive, followed by vast wealth by vampire b, fetching flak jacket that vampire a then equips giving them 4 nice jackets in one turn. Because all of those were different flak jacket cards equipped by vampire a thanks to the equip action.
Note how The Rack is a master card and unique location. Just like Academic Hunting Ground. It is not equipment like Cooler. Note how a vampire that is "chosen" gains blood from all. With the difference that The Rack gets vampire chosen "As this card is played or its controller changes..." whereas with hunting ground it's chosen during each unlock phase and Cooler is done with equip action. Note how The Rack never says the vampire has it unlike Cooler. That's because the Rack as a master card is controlled by the methuselah who played it until it is stolen with the directed action it provides or is acted upon by another card's effect. And just like Academic hunting ground stays in play after the last tremere is burned from it's controller the rack does too. Meanwhile Cooler as equipment that is on the vampire is up for grabs per www.vekn.net/rulebook#diablerie "2. The diablerist may take any equipment on the victim." Note how that sentence is specific on equipment that is on the victim.
