Gratiano clarification
On my searchs i find that he stills cast his ballot but i dont found why he can paticipate from the sub referendum
Can someone point me to the rigth direction?

I understand that Gratiano keeps his special text when changes sect or get another sabbat title but i nedd hel to understand why he still able to use his +1 ballot on priscii sub referendum if he is not Priscus anymore, and rulerbook says that only priscus com cast ballots on priscii sub referendum

Short. You're jumping to conclusions by not reading what the actual rulebook says is happening in the prisci subreferendum.
Longer.
Let's look what rules actually say on prisci subreferendum. There's nothing in there on "rulebook says that only priscus can cast ballots on prisci sub referendum"
The Prisci Block: The prisci as a group have 3 votes. During a referendum, the prisci block of 3 votes is cast “for” or “against” the referendum according to the prisci sub-referendum. Each ready priscus provides 1 ballot for this sub-referendum, and votes may not be used in this sub-referendum. Each ballot cast is either “for” or “against” the main referendum. Whichever side has the greater number of ballots in the sub-referendum gains 3 votes in the main referendum. If the sub-referendum is tied, the prisci block abstains from the main referendum. As vampires cast their ballots in the sub-referendum, the prisci block of 3 votes might shift between “for”, “against”, and “abstain” (as the majority in the subreferendum changes). A vampire must cast all of their votes and ballots in agreement.
Now as we can see from the rulebook, each ready priscus provides 1 ballot for the sub-referendum, either for or against. Ballots decide the outcome as votes may not be used in the sub-referendum. Gratiano gets +1 ballot that is separate from the priscus title. There's no limit on who gets to cast ballots, if they have ballots, they can cast them. If some card like Free States Rant says priscus titles are worth 1 less ballot, note Gratiano's +1 ballot still works just fine. However if Gratiano has gone to camarilla and Bruce de Guy burns 1 blood for their Kine vote, Gratiano cannot use their +1 ballot.
Until card says otherwise, Gratiano can cast their +1 ballot as they wish, nothing in the rules prevents it. Heck even with Fall of Sabbat event Gratiano is still voting in the prisci-sub referendum as it's separate thing entirely.

If there are no Priscus, it will typically tie 0-0.
