Im pretty certain of the answer but might as well ask to be sure. If an untitled vampire going anarch is blocked he cannot attempt the same action if he has a way to unlock himself.
As an action is only allowed once per turn with the exception of hunting, diablerie and equipping different equipment and recruiting different allies or retainers.
So if you get blocked going anarch, you cannot attempt the same action again just the same way as removing Pentex is afforded by a card and cannot be repeated by the same minion if blocked.

In the rules this is what we have on the Become Anarch action

Become Anarch
◼ Who can become Anarch: Any ready untitled non-Anarch vampire.
◼ Cost: 2 blood, or 1 blood if the controller controls at least 1 other ready Anarch.
◼ Default target: None. Undirected action.
◼ Default stealth: +1 stealth.
◼ Effect: If the action is successful, the acting vampire is now of the Anarch sect.


in the rules it is not indicated that you cannot perform twice this action like it is indicated for

6.1.1. Bleed — [..] A minion cannot perform more than one bleed action each turn, even if he unlocks.
6.1.6. Action Card (or Card in Play) — [..] A minion cannot perform an action with the same action card or via the same card in play (including from the minion’s own card text) more than once each turn, even if he unlocks.
6.1.7. Political Action — [..] A minion cannot perform more than one political action each turn.


same as you can hunt more than once or diablerie the same vampire more than once, as long as you are a ready untitled non-Anarch vampire, you can try the action more than once if you unlock with Majesty, Earth Meald, Freak Drive... as long as you don't have a limitation for a card you play stopping you to try the same action like Change of Target
