It says that the list of card you use in your deck must be fixed, otherwise you would only be required to list the cards you have drafted, not both.

Which means you write your deck and your side deck (in other ccg) but you don't answer if the decklist which by your quote is all cards you drafted can be "changes" and some alterations done.

Ok thanks Vincent, so now it's clear.
And Emiliano was right in his reading/understanding.
So unless the Organizer says it's a Multideck/ Draft you are not allowed to change cards between rounds. Even if there is no "decklist" required.

...which should also mean that you cannot allow card swapping during draft National Championships, right?
(unless that provision is intended to apply only to constructed, but I don't see why it should be the case)The multi-deck system can be used at any tournament that is neither a national championship, a grand prix, or a continental championship.
