During the polling step before votes are cast

My question revolves around the technicality of the polling step. Fakir’s ability is the practical example here:

Fakir can burn 3 blood during the polling step of a political action before votes and ballots are cast to have the referendum fail.

So during the polling step Meths usually talk how to vote, bribary and intimidation is going on, intention shifts, etc… at what time can we say we have passed a certain window and now the first votes are cast. Also is it possible (i hope not) to just cast your vote immediately so Fakir’s ability cannot be activated? On the other hand can Fakir just wait till every votes are fixed and then makes the political action fail?

when the active player was stating the terms of the referendum, you can say that want the impulse to play a effect before votes are casting, no one can hurry up and cast votes to deny you of this
