Brujah debate “Lock X to do Y”

Hi,

I was looking at the rulings on Brujah Debate, and it says that you can lock an already locked minion. Does the wording template '“Lock X to do Y”: These effects require an unlocked minion to be used, they cannot be used by locked minions." impact this ruling in any way?

I'm a newish player so I'm not sure if this might have been impacted by a more recent change occurring after the ruling.

Brujah Debate
Put this card in play. During each Methuselah's master phase, that Methuselah locks one of the oldest Brujah they control (if any). Brujah get +1 strength and 1 optional maneuver each combat. Non-Ventrue minions can burn this card as a Ⓓ action.

Note that the card text just say to lock one of the oldest brujah a matuselah control, not that lock the oldest brujah to receive a bonus, you lock the older brujah, point. Another effect gives the bonus not linked to the first sentence, hope a i can made it clear
