If the acting minion only has 1 blood when the action resolves, does its controller have to:
a) pay the 1 blood (card cost) and also discard a card (effect cost), or
b) pay the 1 blood only?

b)
Discarding a card to... (Shattering Crescendo), burning 1 blood to... (Chiroptean Marauder) etc. are not card costs.

Meshenka has to pay 1 blood to play Chiropteran Marauder at superior.
