This is kind of a hypothetical question, it happened in a tournament here in Brazil that I was not present but it was discussed in our Whatsapp group.

Methuselah A has a Judgement Camarilla Segregation in play huting > Methuselah B hunting > methuselah C HAS ONE POOL who has one (or more, it doesn't matter) non camarilla Vampire controled and no way to generate pool during his unlock phase hunting > Methuselah D

It's methuselah C turn and he is gonna be ousted via J:CS pool damage, but everyone in the table forgets about it. He does not burn the pool, takes his turn and ousts methuselah D, gaining 6 pool and 1 VP.

Methuselah D takes his vampires, his cards, shuffle then and gets up from the table. Comes methuselah A turn he realizes that he has J:CS in play and that methuselah C should've been ousted before he could oust methuselah D.

How, as an Organizer or the Head Judge should one proceed in this situation? There is no way to account how many cards Methuselah D had in his ash heap or left in his deck, he already shuffled all cards and vampires he had in play (but those could be remembered by the table), nor it would be possible to recreate the exact 7 cards he had in his hand at the time of the illegal ousting.

I suggested that the game should be rewind to Methuselah C unlock phase and he should be ousted, and Methuselah D should get his vampires and cards on the table back (equipments, masters, etc.), put the same amount of blood and life in each of his vampires, retainers and allies (those I think could be easily remembered by the whole table) and put an approximated amount of random cards in his ash heap and draw 7 random cards from his library. This wouldn't recreate the game state exactly as it was, but it's the closest I can think would be possible in this situation.

Is there an official guideline on how to deal with this difficult situation? Any other suggestions in how to handle it?

Guidelines cannot cover every case.
General guideline is: rewind to the closest situation before the mistake was made.
