The Horde abilty and Changing the target of a bleed was created by Franz
Let's say I'm bleeding my prey for 1 with an infernal minion. Blocks are declined. I declare that I won't play any action modifier to further modify the bleed amount, and my prey declares he won't play any reactions and will take the bleed for 1.
Question 1: Can I then tap any number of The Hordes to increase the bleed amount, since taping them is not an action modifier?
Question 2: If question 1 answer is Yes, can my prey then declare to change the target of the bleed using Deflection, for instance? Or does the window to react is closed since he declared he wouldn't react and I didn't actually played another action modfier?

So, the last "impulse act" was your opponent decline blocks, you pass, he pass, to late to use the hordes special, so the answer for question 1 is no
if you use the hordes after the blocks are declined, your opponent get the chance to bounce your enhanced bleed
