If there are two players left and one won't or can't tap it on their turn, is there an opportunity for the opposing player to use it before their untap phase? After reading the revised card text, I think the answer may be "yes."

Yes you can use it during the discard phase right after getting it.

Basically the problem/question is whether you could forget to use The Coven, thus accidentally passing it onward without it being tapped. (typically you tend to notice unmoved Coven sometime during a later/next player's turn...)
Or if you're about to end your discard phase with Coven still untapped, are you mechanicsswise reminded about this during the untap phase thus still getting opportunity to tap and use it?
I've kinda always assumed that if you forget to use it is your loss and your predator is one lucky SOB

@Lonkka: If you decide to 'end' your Discard Phase, then the Coven must pass before it ends and then gives the Impulse to the rest of the table to do things during your Discard Phase. Then your Discard Phase ends.

It's not exactly this way things work. You don't decide if your discard phase ends. What you do, however, is pass the impulse, thus, declining to use any effects during your discard phase. This is where you could have used the impulse to tap the Coven.
If everyone passes (that is: if your predator passes), then your discard phase is over, and the coven is your predator's. As it was when you passed on using the impulse.
Noticing an unmoved Coven requires fixing game state (which should be done). Coven has no mandatory effect but to give you the opportunity to tap it. It's up to you to decide whether you use it or not.
