I'm a little confused here.
Passing the Coven to your predator is a mandatory effect, no?

Coven has no mandatory effect but to give you the opportunity to tap it.

Yes, the passing must happen, as much as your discard phase has to end, when your predator passes on using the impulse.
I was more referring to the part where you get the option to choose to use the Coven during your turn for blood, which isn't mandatory.

Players can't pass the impulse if they have mandatory effects waiting to resolve in the current step. Doesn't this mean that a player can't legally end turn without acknowledging The Coven? What would be the more appropriate corrective measure if a player forgot about it, a) rewinding the game to the point where the player has impulse, allowing him to use The Coven or b) penalizing the offending player by only resolving any mandatory effects but no optional effects.

Ah, excellent. My answer to Beatrice is incorrect. Here is what it should have been:
You can't pass the impulse during your discard phase if you control the Coven. Passing the Coven is indeed a mandatory effect.
