Carlton van Wyk and a trip to the uncontrolled region

Vampire A is anarch and commits diablerie.There is a blood hunt referendum that passes, he uses Lay Low to go to the uncontrolled region instead of burning. His Methuselah influences him back up in his next influence phase. Then the next methuselah recruits Carlton (or he was already in play, it doesn't matter), can Carlton be burned in his methuselah's discard phase to burn Vampire A? Or does the trip to the uncontrolled region makes him a "new" vampire that dind't commit diablerie since Carlton's controller last turn?

he can burn as cards going down to the uncontrolled "remember" everything as per the Banishment ruling.

So for Carlton the vampire will still be a vampire who has committed diablerie since your last turn.

If you wait another turn to re-influence the vampire, then Carlton won't see it as the diableria wasn't since Carlton's controlled's last turn
