Why didnt care ? Why is not important that information and are important all other effects, costs, targets, etc ? All is about information of the action.

That's the assumption of the OP.

This really sounds wrong. It doesn't matter if B cares about details or he doesn't. It is A's obligation to declare all details. It's safe to assume that B didn't stated: hey A, when you declare any action, please don't provide any details, I'm not interested. He probably just didn't look at the bleeding vampire to notice it has +1 bleed. And even if he didn't care, it might be important for other players to know and decide to react or not.
A just didn't declare the action correctly, according to the rule book, as Millicent mentioned. The rule book requires this, and doesn't state that you can skip the details if the target is not interested in them.

Following this logic, the combat would look like this
A: My minion strikes.
B: With a gun?
A: No.
B: With Ivory Bow?
A: No.
B: With a hand strike?
A: Yes.
B: What is the strength?
A: 2.
B: Is it non-dodgeable?
A: Yes.
B: Is it aggravated?
A: No.
B: Is it non-preventable?
A: No.
B: Ok.

I think the better way is:
A: my minion strikes with hand strike for 2, non-dodgeable.
B: OK.

Well, I'm coming here looking for responses to improve our game and resolves some doubts.

Taking in consideration your first answer I can't say "all understood".

I think that is basic information wich have to be announced and it seems that is not, but I don't see a solid argument behind.

Nothing appears in the Rulebook specifically(*), but the example that I mentioned(*) says that the player announce the initial bleed amount... maybe looks like insignificant thing, but a new player who reads this rulebook and their examples, will learn how to play Vtes according to this rulebook.
He always will announce bleed for 1 or for 2, etc. because he'll think that is the correct way to do that, not like an act of give free information.

1. Announce the Action

All details of the action are defined when the action is announced, including the target(s), the cost, the effects, and so on. Any card required for the action is played (face up) at this time, but is temporarily set aside (out of play) until the action resolves. Lock the acting minion (only ready unlocked minions can perform actions)

During Sarah’s minion phase, she decides that one of her unlocked minions, Belinde, will take an action to bleed her prey, Alexis. Sarah locks Belinde and says, “Belinde bleeds Alexis for 1 (meaning 1 pool).”
