NOTICE:
Any use of names in this poste is for demo purpose.
Any Examples given here are not how things should be done.
This is a question with layers, so i will try to brake it down as much as i can.

Ban is noting to do with VTES violation.( see bellow example)
For this demo i will take 3 top player names, Martin, Joab and José.
I know Martin, we did play as much it was possible, so do note this is not personal, its just that he is a top player in VTES.
Banishment on location is in layer 3
Layer 1
Location selection?
As an Organizer( you do not need to be a Prince) i selected a location for tournament play, that haves this 3 players Banned.
What is the procedure in this situation:
(For reference on the issue see Page 6 Code of Ethics)
Option a) I have no restrictions(i do nothing) and tournament can be made.
Option b) I need to see if i can lift the ban for this event only
Option c) If i didn't mange to lift the ban, find new location with no bans.
Layer 2
Who enforces the ban?
If Tournament is in that location with ban, who enforces the removal of players?
Option a) no one, he can stay.
Option b) The Organizer, as he made arrangements with the location to hold the integrity of the location.
Option c) The Staff that was provided by the location to the organizer.
Option d) The Outside Staff that Organizer provided for the event.
Layer 3
Ban fixing.
I sent out my son to the location with note that contains the names of Martin, Joab and José and pictures, with him stating that this persons stole his cards.
Ban was made with the club.
Question a) Who can/will stop me from doing this?
Question b) What is the restriction on the child as he is not in VTES system?
Question c) How can this be avoided?
As per information that i know, there is no restriction for Organizers to make tournaments on locations with outside Banishments.

Mix ban locations
All locations are under some players Ban.
One location Martin is Banned, other Joab, other José.
For this, in one City, all locations have one player banned. (hypothetical)
Option a) Make the tournament on Location 1 - Martin.
Option b) Make the tournament on Location 2 - Joab.
Option c) Make the tournament on Location 3 - José.
Option d) Make a new location by renting empty space for the tournament?
Option e) do nothing, do not make tournaments.

I am the owner of the location, and i did ban the players for non VTES reasons.
Option a) I keep the ban on and stop the players from playing in my location
Option b) I lift the ban for this tournament
Option c) I permanently lift the ban
As per information that i know, there is no restriction for Organizers to make tournaments on locations with outside Banishments.

(1). Venues can choose who to bar or not bar
Examples I have seen in practice for VTES are
- places that will not accept minors due to licensing
- personal houses for vtes events
- private member clubs normally requiring a small fee to join
- events held within other events that have requirements (normally ticketed ) see ropecon, origins, gencon etc
(2)/(3) It is up to the venue to determine who and how they want to ban people and yes like anything in life it might be abuseable, but (VEKN) don't own any venues or the right to tell a venue who to admit other than usual contractual terms e.g. we hire a venue and want only ticketed entry.
(4) up to the organiser of the event VEKN is not going to tell someone where to host their event.
(5) if you own the venue it is up to you what you want to do if you have banned someone from your premises.

and just to add here for you again,
if venues can be found/determined (subjective issue here) to be deliberately banning a player just so they cannot play rather than a real infraction, that would likely be unethical.
