Does a regent still count as a cardinal? was created by Menteith
The regent-title used to be defined in the rulebook like this: "The regent counts as cardinal by cards and other effects, but has an additional vote as well."
Now, this passage is no longer in the rulebook. Most cardtexts have been updated to "...cardinal, or regent", but not all.
E.g.: Does a regent get the extra vote that the cardtext of Investiture grants to cardinals?

Cardtype: Political Action
Requires a cardinal or regent. Title.
In this referendum, each ready cardinal gets one additional vote. Choose a Sabbat vampire. If this referendum is successful, put this card on the chosen vampire to represent the Sabbat title of priscus. Camarilla vampires cannot cast votes or ballots during this referendum.

In the most recent rulebook the Regent title is a unique sabbat title with 4 votes, investiture only gives extra vote to cardinals (3 votes + 1 vote from the card text), so i think that Regent don´t receive this extra vote or any bonus cardinals get from cards

Hi,
Regnant was interdicted around 2006, as am aware, with Third edition and this ruling that you are talking about is around that time.
Regent the card initial gave a vampire Title of Cardinal in 2000, and was updated in 2006.
