Does a regent still count as a cardinal?
Now, this passage is no longer in the rulebook. Most cardtexts have been updated to "...cardinal, or regent", but not all.
E.g.: Does a regent get the extra vote that the cardtext of Investiture grants to cardinals?

Requires a cardinal or regent. Title.
In this referendum, each ready cardinal gets one additional vote. Choose a Sabbat vampire. If this referendum is successful, put this card on the chosen vampire to represent the Sabbat title of priscus. Camarilla vampires cannot cast votes or ballots during this referendum.

Regnant was update around 2006, as am aware, with Third edition and this ruling that you are talking about is around that time.
Regent the card initial gave a vampire Title of Cardinal in 2000, and was updated in 2006.
Regent
Title.
Put this card on a Sabbat vampire you control with capacity 8 or more to represent the unique Sabbat title of regent. Sabbat vampires can enter combat with this vampire as a Ⓓ action. If a Sabbat vampire diablerizes this vampire, move this card to the diablerist (before the blood hunt is called).

All Sabbat cards will have new wording on POD, and in Newblood that was anounced.
But yes, some old cards can have confusing text at this time.
Best to print our proxy over the old one.
The old wording on Regent was as fallows:
This vampire has the title of Cardinal and has one additional vote.
Burn this card if this vampire receives another title.
Any Sabbat vampire with different controller can enter combat with this vampire as @ action.
If a Sabbat vampire diablerizes this vampire, move this card diablerist (before blood hunt is called.)
So think this was the root of the issue.
