Psyche and Telepathic Tracking - the sequel

With the new wording on Psyche, does the current ruling that "would end" (TT) comes before "is about to end" still stand?

I am looking at the clarification of Freak Drive vs Cat's Guidance vs continue action, where they are all within the same window and as card effects change game state, certain cards become playable/unplayable by card text

Would that same logic extend to the "end of round" combat step?
i.e. "would end" and "is about to end" are both in the "end of round" step and playing TT would preclude Psyche but playing Psyche would not preclude TT?
