Loup with an acting vampire controlled by another methuselah

If I play a Loup, none of my vampires manage to perform a successful action (#IAmVentrue), and another Methuselah who controls a Masika (base, G1, non-advanced) with an Enkil Cog wants to perform an action before my influence phase:

Does Masika get Loup's +1 stealth?
Independently of question 1, if Masika's action succeeds, is Loup burned?

Only one Loup can be played each turn.
Put this card in play. Toreador get +1 stealth. Burn this card at the end of the turn or after a Toreador performs a successful action.
